On 24th March, 2026, our Dedicated Ward Officer, PC Rosie Finnis, accompanied by The City of London Police Designing Out Crime Officer (DOCO) and his assistant visited Tudor Rose Court.
Assistance to design out crime is normally only given to commercial premises within the City. However, because of recent issues at Tudor Rose Court, our Dedicated Ward Officer invited the DOCO to visit Tudor Rose Court to see if there were any recommendations he could give us to improve security in our building.
Following this visit, the DOCO's assistant put together the below report as part of his submissions to achieve his Level 5 Diploma in Crime Prevention-Designing Out Crime. Our understanding is that this assistant was subsequently confirmed as a DOCO in the City of London Police. We are very grateful for his help and we wish him well in his new post.

In responding to the concerns raised by residents of Tudor Rose Court, the City of London Corporation recognises both the seriousness of the recent incidents, and the ongoing challenges residents have experienced in relation to security.
The City has raised these matters directly with Anchor Housing, particularly regarding the quality and coverage of the current CCTV provision. Anchor has committed to reviewing this and will provide a formal response.
We have also responded directly to the Tudor Rose Court Residents’ Association (attached), confirming that we will explore any potential funding options that may be available through grants or other sources. In addition, we have shared contact details for our Community Safety Team should residents have any immediate concerns.
We have been in constructive dialogue with City funding officers and, while we are not dismissing the potential for future investment, it is important to be clear that funding routes such as CIL, neighbourhood funding, and other local grant streams can be difficult to apply to privately managed schemes unless there is a clear and demonstrable wider public benefit. These funds are also limited and subject to competing priorities across the City. In general terms, schemes such as Tudor Rose Court, which are managed by a registered provider, would typically fund infrastructure improvements through rents and service charges.
We intend to meet with Anchor shortly to review their response, alongside confirming a final position on potential City funding routes. As previously indicated, we will then meet with the Residents’ Association to discuss the options available.

Following the recent aggravated burglary at Tudor Rose Court, residents are keen to have alterations made to enhance the security of their block. Police and ambulance services have both had difficulty accessing our flats in emergencies this year. Secure facilities to store and charge electric mobility scooters are urgently required similar to those provided by the City at Harman Close on the Avondale Square Estate.
How is the City of London securing funding for these overdue enhancements to help their elderly and vulnerable residents at Tudor Rose Court feel safe and live independently in their homes?

Folowing the meeting with Common Councillors, Ward Police, Anchor and residents on 6th February, 2026, the Tudor Rose Court Residents' Association formally surveyed the residents. With 66% of households responding, we have a clear mandate to request the City of London's support in securing funding.
91% of residents view high-quality CCTV and Video Entry as a priority. Furthermore, 91% of respondents specifically stated that they support these upgrades only if external grant funding is secured. We are also seeking funding to create a safe and secure space to store and charge electric mobility scooters similar to the facilities residents enjoy at Harman Close.
As the City hold allocation rights for the majority of the flats at Tudor Rose Court, we are asking for their guidance in applying for grants to ensure our residents feel secure and independent in their homes once more.
